2 per cent of Western Sydney Parklands is devoted to business hubs. The income generated from leasing helps fund the other 98 per cent of open space, bushland, wetlands, sports fields, recreation areas, playgrounds and tourist attractions.
The business hubs stay in public ownership and the leasing arrangements serve western Sydney communities and create local jobs.
The business hubs are located on the perimeter of the parklands, where there is low conservation or recreation value. These are areas which local councils identified for commercial infrastructure and businesses/services. The development of each hub is subject to a planning assessment process, which includes community consultation.
Projects
Bringelly Road Business Hub
Bringelly Road Business Hub in Leppington allows for large-format retail and industrial development after independent economic forecasting identified a shortage in the area.
The planned hub was granted development consent in January 2016 and issued to the open market via NSW eTendering later that year. A successful developer was announced for approximately 19 hectares in mid-2017. The business hub created approximately 900 construction and operational jobs from late-2017 and provide a capital investment of around $80 million.
Horsley Drive Business Park
Australia’s first 6-star Green Star estate, Horsley Drive Business Park was completed in 2018 as an extension of the Wetherill Park industrial precinct.
Horsley Drive Business Park, Stage 2 (underway)
Stage 2 of the Horsley Drive Business Park is estimated to inject $69 million of capital investment into western Sydney and generate 385 full-time operational jobs.
In November 2017 the NSW Department of Planning and Environment granted planning consent for light industrial development and a development application for infrastructure and site development works. Exclusive development rights were awarded in in October 2018 after an open market campaign.

Light Horse Business Hub (underway)
The 29.5-hectare business hub was granted development consent by the NSW Department of Planning and Environment in August 2020. Development rights were awarded in May 2021 following an open market campaign.

Fifteenth Avenue Business Hub (proposed)
The Fifteenth Avenue Business Hub in West Hoxton will include a supermarket, commercial and retail outlets, a service station and childcare centre. It’ is estimated to generate 130 full-time operational jobs and inject $14.7 million into the western Sydney economy. Development consent was granted in 2016.
